Rock the Block Tool Trailer

Our Rock the Block Tool Trailer provides affordable access to quality home improvement equipment to promote a culture of renovation in our town. This trailer is chock full of tools to reserve for a weekend to help with your home project needs. Available to Council Bluffs homeowners via a small refundable deposit. Learn more here>>

City of CB - Lead Hazard Reduction Program

Lead poisoning is a devastating condition for children and can affect nearly every system in the body, and it’s totally preventable. Chipper is chipping in to help! The City of Council Bluffs has been awarded a grant to remove lead paint in homes built before 1978. The program is available to eligible homeowners and renters and can give parents and caregivers peace of mind that their children are safe from lead poisoning at home. Learn more here>>

City of CB - Emergency Repair Program

To preserve the existing housing stock and stabilize residential neighborhoods, Community Development offers an Emergency Repair Program for homeowners. This program is intended to provide immediate repair and correction of hazardous housing conditions, which represent a threat to the health, safety and well-being of the occupants.  Learn more here>>

City of CB - Affected Properties Home Improvement Program

Homeowners within specific areas identified by the the City of Council Bluffs Community Development Department may be eligible for the Affected Properties Home Improvement Program. This program helps with the financial burden of renovating your property, with an emphasis on exterior repairs and replacements. Learn more here>>

Pottawattamie Housing Trust Fund

PottCoHTF has funded more than 1.5 million in grants, with projects including both rehabilitation, and expansion of housing units available.  All projects funded by PottCoHTF benefit households making less than 80% of the Median Family Income for the area.  

  • Rental housing, including rehabilitation, new construction, emergency housing, transitional housing and permanent supportive housing 
  • Homeownership assistance, including direct assistance, rehabilitation and new construction 
  • Education of potential renters and owners, including general maintenance information

Established in 1968 Family Housing Advisory Services’ mission is to improve the quality of life and eliminate poverty by helping people achieve housing stability and financial security.
